Constitution

Name

The Association is called the Plymouth and District Freshwater Angling Association, herein after

referred to as the "Association"

Objects

The objects of the Association are :-

1 to foster the interest of anglers in Plymouth and the surrounding districts

2 to distribute information about angling to members and to provide opportunities for

discussion

3 to procure and manage fishing and to properly protect any Water, Fishery or Fishing Rights.

Membership

The Association shall consist of :-

not more than forty Full Members

not more than ten Life Members

an unlimited number of Junior Members

e. Honorary Members

f. Brown trout members shall be those who fish for brown trout only . .Seniority as such may

   not count for progression to a Full Member

Full members are those senior Members of the Association.

Life Members are those whom the Committee may appoint who have ceased to fish because they have

become less active on account of age or disability but still wish to retain an interest in the Association.

Junior members are those aged between 10 and 18 years of age. However those aged 10 to 15 years of

age may only fish if accompanied by an adult Member

Honorary Members may be appointed by the Committee in recognition of their services to the

Association

The Committee shall decide on the admission of new members and fill any vacancies that may arise

including transfers from one class to another

Application for Membership

All applications for membership shall be made in writing to the Secretary and shall be proposed and

seconded by two members. When the applicant has been accepted the Proposer/Seconder shall ensure

that the new member is introduced to the fishing waters and made fully aware of the fishing etiquette

Life Member

Transfer to Life Membership may

be approved by the Committee in the circumstances described above under the heading Membership

Subscriptions

Subscriptions for each class of membership shall be recommended by the Committee for approval at the

Annual General Meeting in each year. Any Member fishing on water owned or controlled by the

Association must on demand show his membership card to any other Member of the Association.

The Secretary may issue Guest Tickets on the River Tavy at a price and conditions as determined by

the Committee each season.

A member who has not paid his subscription by 30th April will be deemed to have resigned his

membership

Annual General Meeting

A General Meeting of the Association shall be held every year not later than 31st March to undertake

the following business :-

a. receive a report from the Chairman and Secretary of the year's operations

b. receive a statement of the Associations accounts for the preceding financial year

        c. consider any motion which has been submitted to the Secretary at least twenty eight days

            beforehand

        d. elect a Chairman, Vice Chairman, Honorary Secretary, Honorary Assistant Secretary,

            Honorary Treasurer and up to five Committee Members. Nominations to the Secretary should be

            received in writing fourteen days before the date of the Annual General Meeting from the

            proposer and seconder having obtained the written agreement of the nominee

            The Officers and Committee Members shall retire every year but shall be eligible for re-

            election

         e. notices convening the Annual General Meeting shall be posted to members

            not less than twenty one days before the meeting and shall specify the

            matters to be dealt with

Meetings

A General Meeting may be convened by the Secretary or on the request of at least ten Full or

Life members. Business can only be transacted if a quorum of 1/3rd of members is

present. Voting on resolutions put to the Meeting shall be by show of hands unless the Chairman

decides that a poll is required. The Chairman shall have a casting vote where there is an equality of

votes. At least fourteen days notice of a General Meeting and the business to be transacted shall be

given to all Members.

Chairman at Meetings

All Meetings of the Association shall be presided over by the Chairman of the Association or in his

absence by the Vice Chairman or failing that by a Full Member elected to preside

Alteration of Rules

No new Rules shall be made or existing Rules altered or rescinded in whole or in part at an Annual

General Meeting or at an Extraordinary General Meeting nor then unless notice of intention to alter the

Rules has been given to the Secretary at least twenty eight days before the date of the Annual General

or Extraordinary General Meeting for inclusion in the Agenda.

Control

The affairs of the Association shall be managed by the Committee who shall meet three times a year at

least. Six members of the Committee including the Officers of the Association shall form a quorum

and all questions arising under the Rules or their construction shall be decided by them

All complaints of unfair fishing, unsportsmanlike conduct or any other matter shall be sent in writing

to the Secretary, who on requisition of three members of the Association shall call a special meeting of

the Committee to consider such complaint In the event of the person being found to have breached the

Rules or to be considered unsuitable to continue to be a member of the Association that person shall be

suspended from fishing again at the discretion of the Committee without refund of subscription..

Finance

The finances of the Association shall be under control of the Committee. The Treasurer and Secretary

shall be authorised to operate a Bank and/or Building Society Account. Cheques shall be signed by the

Treasurer

All subscriptions, donations or grants to the Association shall be paid into the Bank Account

The Honorary Treasurer shall submit a statement of accounts duly audited by the two members

appointed at an Annual General Meeting.

The Trustees

The Committee shall have the power to appoint or remove trustees of the Association (who shall not be

more that four in number) for the purposes of acquiring, leasing, mortgaging, charging or selling

fishing rights or property of any kind on behalf of the Association and in pursuance of its objects. The

Trustees shall deal with such rights and property as the Committee may by a majority of Members

present from time to time direct and the duly authorised acts of the Trustees shall be binding on all

Members of the Association. A certificate purporting to be signed by the Secretary shall be conclusive

evidence in favour of a subsequent purchaser, mortgagee, lessor or lessee that a direction complying in

all respects with this Rule was given to the Trustees and that the Trustees are duly constituted Trustees

of the Association
